高校內部控製研究
【摘要】隨著國民經濟的快速發展,高校積極探索、不斷創新、把握時機、勇(yong)創(chuang)佳(jia)績(ji),憑(ping)借(jie)著(zhe)自(zi)身(shen)的(de)快(kuai)速(su)成(cheng)長(chang)與(yu)創(chuang)新(xin),奠(dian)定(ding)了(le)堅(jian)實(shi)的(de)基(ji)礎(chu),是(shi)經(jing)濟(ji)發(fa)展(zhan)和(he)教(jiao)育(yu)發(fa)展(zhan)不(bu)可(ke)或(huo)缺(que)的(de)重(zhong)要(yao)力(li)量(liang)。然(ran)而(er),隨(sui)著(zhe)實(shi)力(li)迅(xun)速(su)增(zeng)長(chang)的(de)同(tong)時(shi),風(feng)險(xian)在(zai)不(bu)斷(duan)的(de)積(ji)累(lei),問(wen)題(ti)也(ye)在(zai)不(bu)斷(duan)的(de)湧(yong)現(xian)。究(jiu)其(qi)根(gen)本(ben),除(chu)了(le)資(zi)金(jin)、政zheng策ce環huan境jing等deng客ke觀guan因yin素su的de外wai在zai影ying響xiang外wai,高gao校xiao在zai應ying對dui風feng險xian時shi缺que少shao科ke學xue合he理li的de風feng險xian管guan理li與yu內nei部bu控kong製zhi機ji製zhi,這zhe種zhong製zhi度du上shang的de薄bo弱ruo和he缺que失shi製zhi約yue著zhe高gao校xiao的de發fa展zhan和he壯zhuang大da。本ben文wen通tong過guo對dui省sheng內nei高gao校xiao內nei部bu環huan境jing、風險防範、控製活動、信息係統、內部監督等方麵進行分析研究,發現高校在內部控製建設上存在著嚴重缺失,具體問題主要包括:內部控製認識不足、會計信息質量差、xinxiguanlijizhiqueshideng,zhexiewentiyanzhongzhiyuezhegaoxiaodekechixufazhan。benwenzhenduiyishangwentijinxingshenruyanjiu,bingyikongzhilunweijichutichujiejuecuoshi,yibangzhugaoxiaojianlijianquanneibukongzhijizhi。

一、 高校內部控製的內涵
(一)控製論的基本理論

(二)內部控製的內涵
我(wo)國(guo)高(gao)校(xiao)內(nei)部(bu)控(kong)製(zhi)存(cun)在(zai)許(xu)多(duo)問(wen)題(ti),目(mu)前(qian)問(wen)題(ti)的(de)分(fen)析(xi)和(he)措(cuo)施(shi)的(de)改(gai)進(jin)主(zhu)要(yao)以(yi)內(nei)部(bu)控(kong)製(zhi)五(wu)要(yao)素(su)為(wei)基(ji)礎(chu)。從(cong)高(gao)校(xiao)內(nei)部(bu)環(huan)境(jing)治(zhi)理(li)角(jiao)度(du)講(jiang),高(gao)校(xiao)內(nei)部(bu)控(kong)製(zhi)一(yi)般(ban)存(cun)在(zai)著(zhe)職(zhi)權(quan)分(fen)離(li)機(ji)製(zhi)不(bu)完(wan)善(shan)、內nei審shen部bu門men缺que失shi和he組zu織zhi機ji構gou不bu完wan善shan等deng問wen題ti。從cong內nei部bu機ji構gou設she置zhi和he職zhi責ze分fen工gong角jiao度du講jiang,省sheng內nei高gao校xiao多duo存cun在zai管guan理li層ceng對dui內nei控kong製zhi度du認ren識shi不bu足zu,機ji構gou設she置zhi不bu合he理li,缺que乏fa科ke學xue有you效xiao的de監jian督du機ji製zhi等deng。我wo國guo內nei部bu控kong製zhi最zui大da的de問wen題ti存cun在zai於yu控kong製zhi環huan境jing和he監jian督du機ji製zhi方fang麵mian;從內部審計角度來講,問題主要表現在對於內審的認識不足和人員缺乏上;從人力資源政策角度來講,主要症結在於高校人才隊伍的建設上,主要表現為:對內部控製的重視程度不夠、隻有財務人員參與內部控製和專業人才短缺等;從(cong)高(gao)校(xiao)文(wen)化(hua)和(he)法(fa)製(zhi)環(huan)境(jing)方(fang)麵(mian)來(lai)講(jiang),高(gao)校(xiao)治(zhi)理(li)結(jie)構(gou)不(bu)規(gui)範(fan),文(wen)化(hua)氛(fen)圍(wei)匱(kui)乏(fa)等(deng)方(fang)麵(mian)。可(ke)見(jian),我(wo)國(guo)內(nei)部(bu)控(kong)製(zhi)建(jian)設(she)的(de)重(zhong)中(zhong)之(zhi)重(zhong)在(zai)於(yu)提(ti)高(gao)管(guan)理(li)者(zhe)對(dui)於(yu)內(nei)部(bu)控(kong)製(zhi)製(zhi)度(du)的(de)認(ren)識(shi),從(cong)而(er)更(geng)好(hao)的(de)進(jin)行(xing)高(gao)校(xiao)文(wen)化(hua)建(jian)設(she)。
二、高校內部控製存在的問題
(一)內部環境方麵

(二)風險防範方麵

(三)控製活動方麵
(1)不相容的職務方麵

(2)授權審批製度

(四)信息係統方麵
信息係統對高校內部控製運行至關重要,這其中少不了信息獲取、整理和傳遞,更需要建立健全信息反饋製度,保證高校內外部信息的有效溝通與反饋。
(1)高校內部之間的溝通

(2)高校與外部之間的溝通。
高(gao)校(xiao)網(wang)站(zhan)內(nei)容(rong)疏(shu)於(yu)管(guan)理(li)。現(xian)在(zai)省(sheng)內(nei)部(bu)分(fen)高(gao)校(xiao)網(wang)站(zhan)上(shang)僅(jin)有(you)對(dui)高(gao)校(xiao)的(de)基(ji)本(ben)簡(jian)介(jie)和(he)成(cheng)立(li)之(zhi)初(chu)的(de)幾(ji)項(xiang)大(da)型(xing)活(huo)動(dong)的(de)照(zhao)片(pian),甚(shen)至(zhi)連(lian)宣(xuan)傳(chuan)文(wen)稿(gao)都(dou)沒(mei)有(you),嚴(yan)重(zhong)影(ying)響(xiang)了(le)高(gao)校(xiao)的(de)形(xing)象(xiang)以(yi)及(ji)高(gao)校(xiao)與(yu)利(li)益(yi)相(xiang)關(guan)者(zhe)之(zhi)間(jian)的(de)良(liang)性(xing)互(hu)動(dong)。更(geng)不(bu)利(li)於(yu)高(gao)校(xiao)同(tong)外(wai)部(bu)機(ji)構(gou)和(he)上(shang)級(ji)主(zhu)管(guan)部(bu)門(men)等(deng)的(de)日(ri)常(chang)聯(lian)係(xi),無(wu)法(fa)及(ji)時(shi)獲(huo)取(qu)外(wai)部(bu)信(xin)息(xi)。
(五)內部監督方麵
高校在內部控製製度建設上還不夠完善,更需要實施內部控製,但很多高校往往考慮到成本效益方麵,選擇放棄內部審計、內(nei)部(bu)監(jian)督(du)這(zhe)一(yi)塊(kuai)內(nei)容(rong)。外(wai)部(bu)審(shen)計(ji)也(ye)隻(zhi)是(shi)每(mei)年(nian)一(yi)次(ci)的(de)會(hui)計(ji)師(shi)事(shi)務(wu)所(suo)財(cai)務(wu)年(nian)度(du)審(shen)計(ji),更(geng)多(duo)是(shi)出(chu)於(yu)形(xing)式(shi),而(er)不(bu)是(shi)為(wei)了(le)從(cong)專(zhuan)業(ye)外(wai)審(shen)的(de)角(jiao)度(du)來(lai)發(fa)現(xian)經(jing)營(ying)管(guan)理(li)或(huo)財(cai)務(wu)規(gui)範(fan)上(shang)是(shi)否(fou)還(hai)存(cun)在(zai)哪(na)些(xie)問(wen)題(ti),是(shi)否(fou)需(xu)要(yao)改(gai)進(jin)和(he)完(wan)善(shan)。高(gao)校(xiao)目(mu)前(qian)由(you)於(yu)管(guan)理(li)層(ceng)對(dui)內(nei)部(bu)控(kong)製(zhi)缺(que)乏(fa)有(you)效(xiao)監(jian)督(du),致(zhi)使(shi)大(da)量(liang)不(bu)合(he)規(gui)業(ye)務(wu)的(de)出(chu)現(xian),在(zai)事(shi)前(qian)預(yu)防(fang)沒(mei)有(you)做(zuo)好(hao)的(de)情(qing)況(kuang)下(xia)隻(zhi)能(neng)在(zai)事(shi)後(hou)大(da)力(li)整(zheng)改(gai),以(yi)彌(mi)補(bu)違(wei)規(gui)內(nei)容(rong)帶(dai)來(lai)的(de)損(sun)失(shi)。
三、 高校內部控製缺失原因分析

(四)健全信息管理和內部控製監督體係
(1) 提高信息管理水平

(1)建立信息係統。內部控製建設中所需建立的信息係統是指高校通過網絡技術建立一個能夠實現內部控製集成、轉化和提升的信息化管理平台。信息係統可以提高高校現代化管理水平,減少了人的主觀幹預,強化控製實施的有效性;同時,安全可靠的信息係統可以保證高校信息的完整性和真實性,為建立有效的信息溝通機製提供有利保障。
(2)完善信息化建設。完善信息化建設要做到如下幾個方麵:第一,製度完善;第二,程序完善;第三,執行完善,即信息能在高校內部各層級、各部門、各業務環節之間溝通傳遞,也能保證高校同外部或各部門之間信息傳遞的有效性;第四,信息反饋完善,即能從中挑選出主要問題的反饋給管理層,便於管理層的決策。

(4)健全內部控製監督體係
高校需要建立內部控製監督體係,前提是要先掌握監督的三種方法,即事前檢查驗證法、過程觀察調查法和結果分析評價法。內部監督具有廣泛性、獨立性和積極性等特點,其建立可以促使高校自我完善和健康發展。它發現、分(fen)析(xi)和(he)解(jie)決(jue)問(wen)題(ti)的(de)著(zhe)眼(yan)點(dian)是(shi)從(cong)高(gao)校(xiao)整(zheng)體(ti)利(li)益(yi)出(chu)發(fa)的(de),具(ju)有(you)科(ke)學(xue)性(xing)和(he)全(quan)麵(mian)性(xing)。有(you)效(xiao)的(de)內(nei)部(bu)監(jian)督(du)機(ji)製(zhi)能(neng)及(ji)時(shi)的(de)把(ba)高(gao)校(xiao)管(guan)理(li)過(guo)程(cheng)中(zhong)存(cun)在(zai)的(de)問(wen)題(ti)暴(bao)露(lu)出(chu)來(lai),對(dui)於(yu)省(sheng)內(nei)部(bu)分(fen)高(gao)校(xiao)而(er)言(yan),亟(ji)待(dai)解(jie)決(jue)的(de)是(shi)內(nei)控(kong)督(du)意(yi)識(shi)不(bu)強(qiang)、內外部監督機製不健全的問題。
在內控監督意識方麵,高校應組織培訓,強化管理層和教職工的監督意識,並鼓勵教職工自我學習、自我提高,不斷提高監督的水平和能力,而管理層則要在戰略高度去強化監督措施的製定與執行。
